Department Summary: The Partnership for People with Disabilities at Virginia Commonwealth University celebrates over 40 years as Virginia’s University Center for Excellence in Developmental Disabilities Research, Training and Dissemination (www.vcu.edu/partnership). We are seeking a dynamic person to serve as National Core Indicators and Incident Management Project Director. This position will be open rank with an anticipated slotting of Research Administrator 1 Job Code: 34211.

Duties & Responsibilities:

  • Coordinate daily operations for statewide research, survey, and quality management projects related to Medicaid HCBS services.
  • Manage project timelines, deliverables, reporting requirements, and operational workflows across multiple contracts and projects.
  • Coordinate with a team on the implementation of the NCI-IDD and NCI-AD surveys, including participant outreach, interview scheduling, interviewer coordination, and completion tracking.
  • Recruit, train, supervise, and monitor interviewers and Quality Assurance Specialists (QAS), including part-time remote staff.
  • Provide coaching, performance feedback, and support related to complex review scenarios and protocol implementation.
  • Coordinate and monitor the Incident Management Look Behind Review process, including reviewer assignments, corrective action review activities, and quality assurance procedures.
  • Develop and maintain project protocols, workflows, training materials, documentation systems, and internal tracking processes.
  • Conduct and oversee quality assurance and inter-rater reliability activities to ensure consistency and accuracy across reviewers and interviewers.
  • Manage project data preparation and quality assurance activities, including data cleaning, de-identification of sensitive information, variable recoding, handling missing data, and coordinating the integration of survey and administrative datasets to support reporting and evaluation activities using systems including REDCap, SPSS, and Excel.
  • Maintain compliance with HIPAA, data security, confidentiality, and contractual requirements.
  • Oversee project databases and data systems, including REDCap and other internal tracking systems.
    Work with staff to clean, analyze, and summarize project data
  • Produce bi-weekly, monthly, quarterly, and annual reports, presentations, infographics, and dissemination materials.
  • Respond to participant, family member, provider, stakeholder, and funder inquiries regarding project activities.
  • Work with teams to present findings and project updates to state agencies, committees, and stakeholder groups.
    Serve as a liaison among state agencies, contractors, and community partners.
  • Follow established urgent and non-urgent unmet need protocols, including coordination with Adult Protective Services when necessary.

Qualifications:

Minimum Qualifications

  • Strong organizational, project management, and communication skills.
  • Experience coordinating research, healthcare, quality management, human services, or large-scale data collection projects.
  • Experience supervising or coordinating staff, contractors, interviewers, or project teams.
  • Experience working with databases, reporting systems, and data management tools.
  • Ability to analyze and interpret data and generate reports.
  • Ability to work independently and manage multiple priorities simultaneously.
  • Demonstrated ability to exercise sound judgment, problem-solving, and professionalism.
  • Demonstrated ability to work in and foster an environment of respect, professionalism and civility with a population of faculty, staff, and students from all backgrounds and experiences, or a commitment to do so as a staff member at VCU.

Preferred Qualifications

  • Bachelor’s degree in public health, psychology, social work, sociology, health administration, research administration, human services, or related field, or equivalent combination of training and experience.
  • Experience with Medicaid HCBS programs, including intellectual and developmental disability service systems.
  • Experience with National Core Indicators (NCI) surveys or similar quality management initiatives.
  • Experience conducting or supervising desk reviews, audits, or quality assurance activities.
  • Experience with inter-rater reliability processes.
  • Experience with REDCap, SPSS, and Excel.
  • Experience working with state agencies, contracts, or federally funded projects.

Salary Range: $61,900.00-$78,000
